Job Descriptions (

Project Director – PMU (Tourist Glass Train Project)

No. of Posts: 1
Minimum Education: Graduation
Experience: Minimum 20 years including senior role in execution of mass transit mega projects above PKR 25+ billion (Public sector mass transit project experience preferred)

Key Responsibilities:

  • Lead complete project planning and execution of the Tourist Glass Train from Rawalpindi/Islamabad to Murree.

  • Supervise engineering, design, procurement, legal, finance, and contract management teams.

  • Manage project budgeting, financial planning, and cost control strategies.

  • Oversee rail infrastructure planning, safety compliance, and government regulations.

  • Ensure timely delivery, risk mitigation, and stakeholder coordination.

  • Report progress to the Transport Department, Government of Punjab.

Required Skills:

  • Strong command of mass transit system development and public sector projects.

  • Expertise in multi-billion PKR infrastructure contracts.

  • Leadership and team management expertise.

  • Excellent communication, negotiation & government liaison skills.


Chief Engineer (Civil/Transportation Engineering)

Education: BSc. Civil Engineering or Transportation Engineering
Experience: Minimum 15 years in mass transit or rail infrastructure projects above PKR 25+ billion.

 Key Responsibilities:

  • Lead all technical, engineering & construction aspects of the Tourist Glass Train project.

  • Review design specifications, feasibility studies, railway standards, route structures.

  • Monitor field execution, quality control, and contract compliance.

  • Coordinate with consultants and contractor engineering teams.

  • Ensure alignment with environmental and transport safety regulations.

 Required Skills:

  • Strong knowledge of railway engineering, ROW, bridges, tunnels & transit structures.

  • Experience in mega civil infrastructure execution.

  • Proficiency in project engineering tools & compliance documentation.


Director Procurement & Contracts

No. of Posts: 1
Education:

  • BSc. Civil Engineering (Contract specialization), OR

  • MBA/M.Com/Master in Economics
    Experience: 10 years in procurement and contract management (Public sector infrastructure experience preferred)

Key Responsibilities:

  • Develop procurement plans, bidding documents, RFPs, TORs, BOQs, EPC/Turnkey contracts.

  • Ensure compliance with PPRA Rules & Punjab Government procurement laws.

  • Execute vendor evaluations, bid analysis, negotiations, and contract awards.

  • Monitor contractor performance and prepare contract risk control reports.

  • Coordinate procurement audits & legal/financial documentation.

 Required Skills:

  • Strong expertise in public procurement, FIDIC contracts & EPC frameworks.

  • Knowledge of rail/transit infrastructure supply chain.

  • Excellent negotiation and contract drafting abilities.


Director Admin & Finance

No. of Posts: 1
Education: Bachelors (Hons) in Business Administration / Finance / Accounting / Commerce
Experience: 10 years in Administration & Finance (Public sector experience preferred)

Key Responsibilities:

  • Manage financial planning, budgeting, accounts & audits for PMU.

  • Handle HR, admin operations, payroll, legal documentation and compliance.

  • Oversee procurement payments, invoicing, tax & fund disbursement.

  • Ensure transparency and financial governance in coordination with PMA & Govt. of Punjab.

  • Maintain liaison with banking, revenue, tax and audit authorities.

 Required Skills:

  • Strong command of public finance systems and project fund management.

  • Proficiency in ERP/Accounting systems, Government financial rules.

  • Excellent administration, HR and office management capabilities.
